I have a 97 escort wagon, I had a similar problem w/ my car and lucked out with my mechanic! He had just fixed another escort two days before with the same problem so it did not cost me hours for him to figure it out! My fan and therefore ac went out in the middle of a 100 degree weather while on a medical trip for my son. There is a fuse link under the passenger side dash, right up under where feet go! It had burned out possible kicked or shoved from having the floor board packed with supplies. Take a flash light and look up under and behind the glove box and look for a .25';by.5'; white fuse link and see if it has been blackened in anyway. Hope this helps! Hope it doesn't cost you big$ a hour to find the problem! Not sure if you know , on another note about some of the late 90's escort there was a factory recall on component for the ac system. Has to do with the condensation setting off the airbags with no warning and reason! I Love my little car it has done so much for me. Great gas mileage and room enough for my sons wheelchair in the back hatch.
since they are on separate wiring systems my only thought is that either your blower motor or your windshield wipers are pulling to many amps - going along with that train of thought - it maybe that you have a weak resistor for your blower motor - what happens when you go from low speed on your blower motor to the higher speeds is that you and more ground. and you may not be getting enough to operate them both. I know this is not a solid answer but it may be a start. good luck
